COLUMBUS, OHIO β€” U.S. Senator Jon Husted has hired longtime utility lobbyist Sean Dunn as a top advisor, drawing criticism from government accountability advocates as Ohio residents face spiking electricity bills and the state grapples with funding threats to addiction treatment programs.

Dunn’s client profited millions from the 2020 utility scandal that became Ohio’s largest bribery and money laundering case in state history. The same lobbyist also represented a major drug wholesaler that settled claims for millions over allegations it negligently distributed vast amounts of opioids in Ohio.

Husted, who served as lieutenant governor before his Senate appointment in early 2025, came from an administration where numerous high-ranking officials had connections to the utility lobby. His hiring of Dunn represents one of his first major staffing decisions since joining the Senate.

Timing Raises Questions

The appointment comes as Ohioans face rising utility costs during a tax-subsidized data center boom and amid lavish executive pay packages at utility companies. The Trump administration has also threatened billions in federal funding for addiction treatment programs.

“It’s tone deaf because he’s an elected official who doesn’t see how cozy relationships can compromise his decision making,” said Catherine Turcer, executive director of Common Cause Ohio, which advocates for accountable government. “Or he sees a benefit to these very cozy relations.”
