Ohio Supreme Court Orders Additional Review for Madison County Solar Farm
State’s highest court says regulators must better analyze visual impacts of Oak Run Solar project before final approval.
COLUMBUS, OHIO — The Ohio Supreme Court ruled Tuesday that state regulators must conduct a more thorough review of visual impacts before approving a contested solar farm project in Madison County.
The court’s decision requires the Ohio Power Siting Board to provide additional information about the Oak Run Solar project, which the board had approved in March 2025 despite strong opposition from local governments. The Supreme Court heard oral arguments in the case in October 2025.
Local Opposition Cited Safety Concerns
Madison County commissioners and three townships — Somerford, Deercreek and Monroe — had opposed the solar farm approval. Local officials raised concerns that Oak Run’s application failed to adequately address potential safety issues, according to the Ohio Capital Journal.
The township officials also questioned whether the project’s visual impact assessment met state requirements for thorough environmental review.
Memorial Day Honors Columbus Airman
In Columbus, the city dedicated its Memorial Day ceremony to Master Sgt. Tyler Simmons, a 28-year-old Columbus native who was killed in Iraq earlier this year. Simmons was one of six airmen who died during a refueling crash on March 12.
“It gives a whole new meaning to Memorial Day,” said Mylo Simmons, the fallen airman’s father, who described his family as “learning to live a new normal.”
Approximately 200 people gathered at the Linden War Memorial in Linden Park on May 25 for the ceremony. The crowd included city leaders, service members, family members and local residents who came to honor Simmons and his service.
Statewide Environmental Projects Under Scrutiny
The solar farm ruling reflects ongoing debates across Ohio about balancing renewable energy development with local community concerns. The Ohio Power Siting Board regularly reviews large energy projects throughout the state.
The Madison County case specifically focused on whether state regulators had adequately considered how the solar installation would affect the visual character of the rural area. The Supreme Court’s decision sends the matter back to the siting board for additional environmental analysis.
The Oak Run Solar project represents part of Ohio’s broader push toward renewable energy infrastructure, though local governments have increasingly raised concerns about the approval process for such developments.
