JEFFERSON CITY, MISSOURI β€” Missouri will prohibit low-income families from purchasing candy, prepared desserts, and sugary drinks with food benefits starting October 1, but grocery stores say they lack details about implementing the restrictions.

The changes will affect purchases made through the Supplemental Nutrition Assistance Program, or SNAP, which serves more than 300,000 Missouri families according to the Missouri Department of Social Services. The same restrictions will extend to SuN Bucks, the summer food program, beginning next summer.

Grocers across the state are requesting specific guidance on which items to block at checkout registers, as the October deadline approaches without clear implementation instructions from state officials.

Summer Food Program Expands Coverage

The Missouri Department of Social Services anticipates that 338,000 children ages 7 through 17 will automatically qualify for SuN Bucks this year through SNAP, Temporary Assistance for Needy Families, Medicaid, or foster care, according to department spokesperson Baylee Watts. An additional 163,500 kids are expected to qualify because they receive free or reduced-price school meals through the National School Lunch Program.

SuN Bucks issues a one-time $120 benefit per eligible child onto a debit card to help families buy groceries while school is out. Applications for children who qualify but are not automatically enrolled remain open through August 31.

Governor’s Initiative Drives Policy Change

The department applied for permission from the U.S. Department of Agriculture to restrict SNAP and SuN Bucks purchases at the direction of Governor Mike Kehoe last fall. The governor issued his directive on September 28, setting the policy changes in motion.

Missouri joins 23 states approved by the U.S. Department of Agriculture to ban SNAP purchases of sugary or highly processed food and beverages. However, fewer than half of those states have actually implemented the restrictions, leaving Missouri among the early adopters of the federal program.

The restrictions represent a shift in how food assistance programs operate in Missouri, affecting hundreds of thousands of families who rely on these benefits to feed their children and meet basic nutritional needs.

Retail organizations are working with state officials to develop the technical infrastructure needed to identify and block restricted items during electronic benefit transactions. The complexity of distinguishing between allowable and prohibited food items has created implementation challenges for stores that process SNAP payments.

The policy change reflects broader national discussions about nutrition standards in federal food assistance programs, with proponents arguing the restrictions promote healthier eating habits among benefit recipients.
