UF Presidential Approval Hits Snag Over Trustee Authority Dispute
A contract dispute over trustee authority has stalled final approval of UF’s incoming president James Bell, leaving the university’s leadership future uncertain.

GAINESVILLE, FLORIDA β The University of Florida’s search for a permanent president has encountered a procedural obstacle. The state’s Board of Governors has not granted final approval for president-elect James Bell due to a governance dispute over the interim president’s contract.
Board of Governors Chair Cites Regulation Violation
Board of Governors Chair Alan Levine announced he will not place any agenda item for a university that is out of compliance with a BOG regulation governing trustee duties. Levine contends that the contract for University of Florida interim president Donald Landry violates Regulation 1.001, along with other UF policies.
In an email to State University System Chancellor Ray Rodrigues, Levine wrote that the regulation is clear-cut. “Regulation 1.001 is unambiguous; the powers of chairs and trustees are limited in scope and there is no provision for a chair making personnel decisions that are within the purview of a president,” Levine wrote.
Levine stated that the interim contract with Landry included provisions that gave UF board chair Mori Hosseini excessive authority. The contract “included provisions granting the trustee chairman sweeping authority to approve the hiring and compensation of university personnel,” Levine wrote.
Bell Approval Now on Hold
UF trustees unanimously approved Bell last week, and his contract is set to begin July 1. Instead of receiving the required final approval from the Board of Governors, the matter will be the subject of a “governance discussion” at the board’s next meeting.
Levine said UF board chair Hosseini agreed to remove the problematic language from future contracts. However, the dispute has left Bell’s appointment in limbo, with the possibility that UF could install yet another interim president before Bell formally takes over β even though Bell himself previously served in an interim capacity.
UF Trustee Calls Decision ‘Unfair’
UF trustees vice chair Rahul Patel issued a statement through the university, expressing concern over how the situation has unfolded. Patel said Bell’s “being drawn into a dispute unrelated to his candidacy” is “unfair” and “harmful” to the university.
Patel also took issue with how the decision was reached, saying it is equally harmful “that a decision of this magnitude has been made unilaterally,” according to the statement posted on the university’s official account.
The Board of Governors oversees Florida’s State University System and holds final approval authority over presidential appointments at state universities. No date has been announced for the governance discussion at the board’s next scheduled meeting, according to the Florida Phoenix.
