TALLAHASSEE, FLORIDA β€” The Florida Legislature has approved $4 million in compensation for the families of four young Black men known as the Groveland Boys, victims of a 1949 racial injustice case that has haunted Lake County for decades.

The appropriation was included in Florida’s newly passed budget, marking a significant moment for families who have waited more than 75 years for recognition of the wrongful prosecution that destroyed four lives.

Historic Injustice in Lake County

On July 16, 1949, 17-year-old Norma Padgett and her husband Willie claimed they were attacked on a deserted Lake County road by Walter Irvin, Charles Greenlee, Samuel Shepherd, and Ernest Thomas. The Padgetts accused the four men of assaulting Willie and raping Norma.

Lake County Sheriff Willis McCall led the pursuit with a large posse of white men. The case became a symbol of racial injustice in the Jim Crow South, with the four men facing prosecution despite serious questions about the evidence and testimony.

Long Road to Recognition

The Groveland Four case has been the subject of decades of advocacy by civil rights groups and family members. Carol Greenlee, daughter of Charles Greenlee, has been among those pushing for recognition of the injustice done to her deceased father and the other men.

The state clemency board previously issued pardons for the Groveland Four, acknowledging the wrongful nature of their prosecution. The $4 million appropriation represents the first financial compensation for the families affected by the case.

Budget Includes Various Allocations

The compensation for Groveland Four families was included in a broader budget that allocates funds for numerous projects across the state. The Legislature approved $78 million for various infrastructure projects including sports facilities, road construction, and technology upgrades for state agencies.

The budget also includes $425 million for farmers and ranchers through land conservation programs, though notably excludes funding for the Florida Forever conservation land acquisition program.

Among other budget items, the Legislature allocated $725,000 for educational materials from a company connected to former governor and current ambassador to Israel Mike Huckabee, focusing on anti-communism education and materials titled “The Kids’ Guide to How the Bible Built America.”

The appropriation for the Groveland Four families represents what advocates call a long-overdue acknowledgment of one of Florida’s most notorious cases of racial injustice. The compensation will be distributed among the families of Walter Irvin, Charles Greenlee, Samuel Shepherd, and Ernest Thomas.
