WINNFIELD, LOUISIANA β€” A federal inspection revealed significant deficiencies at a Louisiana immigration detention center housing approximately 1,500 immigrants, including failures to maintain sanitary conditions, properly store food, and adequately report use-of-force incidents, according to a Department of Homeland Security report released Thursday.

The Department of Homeland Security’s Office of Inspector General conducted an unannounced inspection in March 2025 at the Winn Correctional Center in Winnfield, Louisiana. The facility operates as an Immigration and Customs Enforcement detention site.

Safety and Documentation Concerns

Federal inspectors found that facility staff failed to properly notify the ICE field office of several use-of-force incidents. Videos of these incidents that inspectors attempted to review were incomplete, raising concerns about transparency and accountability.

The report also documented problems with maintaining medical records of detainees and ensuring proper sanitation throughout the facility. Inspectors noted issues with perishable food storage that could affect detainee health and safety.

DHS Response to Findings

A Department of Homeland Security spokesperson characterized the inspection results as revealing only “minor infractions” at the facility, though the statement did not address the use-of-force reporting issues.

“These minor infractions included failing to provide detainees exercise equipment, record keeping errors, and leaking vents,” the DHS spokesperson said. “Another infraction included providing a shared computer for legal research that would allow other detainees to see other detainees’ case information.”

The spokesperson added that U.S. Immigration and Customs Enforcement is working to address the issues outlined in the report, “including by adding additional training to facility staff.”

Broader Context of Detention Concerns

The inspection report comes amid heightened scrutiny of immigration detention facilities nationwide. Recent months have seen multiple hunger strikes by immigrants at detention centers, protests outside facilities, and an increase in deaths while in detention.

Democratic lawmakers have called for the closure of certain detention sites, citing poor and inhumane conditions. The concerns have prompted ongoing debates about oversight and standards at immigration detention facilities across the country.
