TALLAHASSEE, FLORIDA — The House Majority PAC announced Thursday it will invest $20 million in Florida’s congressional races this fall, marking the first major infusion of outside Democratic funding to the state since 2020.

The investment targets five Republican-held seats currently occupied by Cory Mills, Anna Paulina Luna, Laurel Lee, María Elvira Salazar, and Carlos Giménez in their respective districts. Republicans currently control 20 of Florida’s 28 congressional seats.

Advertising Strategy Focuses on Key Markets

The PAC’s advertising campaign allocates $9 million to Miami markets, including $2.3 million specifically for Spanish-language advertising. Tampa will receive $6.6 million in ad spending, while Orlando markets are targeted for $3.9 million in purchases.

The funding is a notable development for Florida Democrats, who have not received substantial support from national Democratic political committees since current party Chair Nikki Fried assumed leadership in 2023.

Redistricting Battle Looms

The announcement comes as Republicans prepare for a special legislative session beginning Tuesday in Tallahassee to approve new congressional redistricting maps. National Republicans are calling on Governor Ron DeSantis to pursue an “aggressive” redistricting approach to increase GOP representation in November’s midterm elections.

However, gerrymandering remains illegal in Florida under the Fair District Amendments approved by voters in 2010. The push for new maps follows Tuesday night’s Virginia redistricting vote that could potentially add four Democratic House seats, though that outcome is currently tied up in court proceedings.

Democratic Optimism Following Recent Victories

“There is no strategy to win the House without Florida, and national Democrats know it,” Fried said in a statement Thursday.

Florida Democrats face significant registration disadvantages, with Republicans outnumbering them by nearly 1.5 million registered voters statewide. Despite these challenges, party officials point to two upset legislative victories in special elections last month as evidence of renewed competitiveness.

Those March victories came partly through strong support from non-party affiliated voters and some Republican crossover voting, according to Democratic analysts. The results have encouraged national Democratic organizations to view Florida as a viable battleground for congressional seats.

The House Majority PAC’s investment is the largest Democratic spending commitment in Florida congressional races since the 2020 election cycle. The timing coincides with Republicans’ efforts to redraw district boundaries through the upcoming special session.

Florida’s congressional delegation currently includes 20 Republicans and 8 Democrats. The new PAC funding aims to flip several GOP-held districts in November’s midterm elections, potentially altering the state’s congressional representation.
