HARRISBURG, PENNSYLVANIA β€” The Pennsylvania House of Representatives voted Monday to ban student cellphone use during school hours, requiring all public and private schools to implement restrictions by the start of the 2027-2028 school year.

The legislation, sponsored by Rep. Mandy Steele (D-Allegheny), passed by a 126-75 vote that crossed party lines, with Democrats and Republicans supporting and opposing the measure. A similar bill already passed the GOP-controlled state Senate with near-unanimous support in February.

Exceptions and Implementation

The ban includes specific exceptions for students with individualized learning plans, medical needs, language barriers, or family members with documented medical conditions. School principals would retain authority to create additional exemptions for circumstances not specifically addressed in the policy, including instructional purposes.

“We’ve got to get smartphones out of schools so the kids can learn, and play, and talk, and laugh, negotiate conflict, make eye contact, be curious, be kids again, free from the most addictive and harmful device that humanity has ever been subjected to,” Steele said on the House floor Monday. “We must act in the face of a public health crisis of this magnitude.”

Bipartisan Support Emerges

The vote defied traditional party divisions, with legislators from both sides of the aisle backing the proposal. Steele highlighted the unusual bipartisan cooperation during her floor remarks.

“In a time of great political polarization, there is an issue that spans the divide,” she said. “Democrat, Republican, Independent β€” anyone with eyes on kids β€” can see that something is very wrong.”

Several Republican lawmakers also spoke in favor of the legislation during Monday’s debate, though the vote record shows the issue split both parties.

Next Steps

With both chambers having passed versions of the cellphone restriction bill, the legislation now moves toward final approval and implementation. Schools across Pennsylvania will need to develop policies compliant with the new requirements before the 2027-2028 academic year begins.

The measure represents one of the most significant technology restrictions imposed on Pennsylvania schools in recent years, as lawmakers respond to growing concerns about smartphone use among students during instructional time.
