HARRISBURG, PENNSYLVANIA โ€” Pennsylvania officials are highlighting the state’s strong track record in combating Medicaid fraud as federal auditors prepare to examine the commonwealth’s program in the coming weeks as part of a nationwide crackdown on healthcare benefit abuse.

Governor Josh Shapiro’s administration emphasized the state’s proactive approach to preventing fraud, citing Pennsylvania’s recognition as a national leader in identifying and prosecuting Medicaid-related crimes.

“The Shapiro Administration takes fraud prevention extremely seriously, and we are proud of procedures we use to vet provider enrollment and monitor service provision on a regular basisโ€”processes that the federal government has approved and that have helped Pennsylvania be recognized as a national leader in Medicaid fraud identification and prosecution,” Shapiro’s office said in a joint statement with the Department of Human Services.

Pennsylvania Leads Nation in Fraud Convictions

The state’s Medicaid Fraud Control Unit under Attorney General Dave Sunday ranked as the top state in the country for criminal convictions according to a federal report from last year. Pennsylvania also placed third overall for charges filed against individuals defrauding Medicaid programs.

The commonwealth’s Office of State Inspector General reported earlier this month that it charged 310 people with public benefits fraud totaling more than $3 million in 2025, demonstrating the scope of enforcement efforts across the state.

State Commits to Protecting Eligible Recipients

State Secretary of the Department of Human Services Val Arkoosh addressed the fraud prevention efforts before a panel of state House Democrats in Philadelphia on Thursday. She emphasized the state’s commitment to protecting legitimate beneficiaries while pursuing those who abuse the system.

Arkoosh said the state remains dedicated to protecting Medicaid and food assistance benefits for eligible Pennsylvanians while combating misuse of these programs.

“The phrase ‘fraud, waste and abuse’ is one we hear frequently now in public discourse. It is typically framed as an accusation of either social service program mismanagement or misuse,” Arkoosh noted during her appearance.

Federal Audit Part of Nationwide Initiative

The upcoming federal audit represents the next phase of a comprehensive review of Medicaid programs across all 50 states. Federal investigators have already conducted examinations in other states as part of their effort to identify and eliminate fraud within the nation’s largest healthcare program for low-income Americans.

Pennsylvania’s strong performance in fraud detection and prosecution may position the state favorably during the federal review process. The commonwealth’s existing procedures have already received federal approval, according to state officials.

The audit comes as Medicaid programs nationwide face increased scrutiny over program integrity and proper use of federal healthcare dollars. Pennsylvania serves hundreds of thousands of residents through its Medicaid program, making effective fraud prevention essential for protecting both taxpayer resources and ensuring legitimate beneficiaries maintain access to necessary healthcare services.
