NC House Democrats Push for Healthcare Bills After Medicaid Funding Approval
House Democrats call for action on four healthcare bills targeting affordability and access following recent Medicaid funding approval.

RALEIGH, NORTH CAROLINA β Democratic state House members called on their Republican colleagues to advance four healthcare bills during a Monday press conference, just days after the Republican-led legislature approved long-delayed Medicaid funding for the state.
The Democrats urged action on legislation aimed at protecting Medicaid and behavioral health services, improving care for older adults, and maintaining affordable healthcare access, particularly for maternal and cancer care. All four bills were filed last week following the passage of $319 million in Medicaid funding.
Comprehensive Healthcare Reform Proposed
House Bill 1175, known as the Affordability in Healthcare Act, represents the most extensive of the proposed reforms. The legislation would implement various changes designed to expand competition in the healthcare market, increase access to affordable coverage, and combat practices that drive up medical costs.
A key component of H1175 involves creating a health purchasing consortium that would align North Carolina’s various state health plans to collectively negotiate lower costs. “If we align and consolidate our negotiating leverage, we can negotiate down the cost of healthcare in the millions and get better value for our people,” said Rep. Maria Cervania (D-Wake), one of the bill’s primary sponsors. “Healthcare is not a luxury. It is a basic and fundamental necessity.”
Additional Bills Target Specific Healthcare Needs
House Bill 1141, titled Protecting Medicaid & Autism Services, would provide $728 million in recurring Medicaid rebase funding for future years, supplementing the $319 million approved this year. The legislation would also establish a closed network specifically for behavioral health services.
House Bill 1127, the Affordable Maternal Access & Cancer Care Act, proposes creating a grant program to improve access to maternal care while expanding the availability of cancer screenings throughout the state.
The fourth proposal, House Bill 1138 or the Aging With Dignity Act, would make it easier for older adults to receive coverage for home and community-based living assistance. The bill includes additional reforms intended to improve the overall quality of care for aging residents.
Building on Recent Medicaid Success
The Democratic push comes after Governor Josh Stein signed the $319 million Medicaid funding plan, which extended healthcare coverage across North Carolina. The funding represented a significant step forward after extended delays in addressing the state’s Medicaid obligations.
The press conference highlighted the Democrats’ strategy to build momentum from the recent Medicaid funding success toward broader healthcare reforms. The four bills address different aspects of the state’s healthcare system, from cost reduction through collective bargaining to specialized care for vulnerable populations.
The fate of the proposed legislation now depends on whether Republican leadership will schedule hearings and votes on the bills. The office of House Speaker Destin Hall had not responded to requests for comment regarding the Democrats’ proposals.
