WASHINGTON, DISTRICT OF COLUMBIA β€” U.S. Senate Republicans approved a budget resolution early Thursday that clears the path for billions in additional immigration enforcement funding, sending the measure to the House in a 50-48 vote after hours of amendment debates.

The resolution sets up the reconciliation process that would allow Republicans to provide between $70 billion and $140 billion in additional funding for Immigration and Customs Enforcement and the Border Patrol over the next three years without requiring Democratic support in the Senate.

Alaska Sen. Lisa Murkowski and Kentucky Sen. Rand Paul were the two Republicans who voted against the measure. Sens. Charles Grassley, R-Iowa, and Mark Warner, D-Va., did not vote.

Democratic Opposition Highlights Policy Differences

The vote followed a marathon amendment voting session where Democrats spotlighted disagreements on cost-of-living issues and stalled federal emergency relief dollars for states. Senate Minority Leader Chuck Schumer criticized the Republican priorities before the voting began.

“America will see even more clearly tonight where the Republicans are β€” not on the side of lowering costs, but on the side of masked agents occupying our streets,” Schumer said.

Democrats used the amendment process to put Republicans on the record about soaring cost of living and the Trump administration’s immigration crackdown policies.

House Approval Required for Implementation

The House must now adopt the budget resolution to unlock the reconciliation process, which would allow Republicans to bypass typical Senate filibuster rules that require 60 votes for most legislation. This procedural tool enables the majority party to pass certain budget-related measures with a simple majority vote.

The proposed funding would cover ICE and Border Patrol operations for three years, eliminating the need for Republicans to negotiate immigration enforcement constraints with Democrats in future budget discussions. Democrats have previously sought to limit immigration agency activities through budget negotiations.

The budget resolution is a step in the Republican strategy to expand immigration enforcement capabilities without Democratic input, leveraging their control of both chambers of Congress to advance the administration’s border security priorities.
