HARRISBURG, PENNSYLVANIA β€” Pennsylvania Senate Republicans are advancing legislation to prohibit transgender female athletes from competing on teams that align with their gender identity. This marks the second attempt at such a measure in less than a year.

Senator Judy Ward (R-Blair) has sponsored the bill, which mirrors legislation that passed the Senate last year on a 32-18 vote. The measure has support from the chamber’s leading GOP figures, and House Republicans have also indicated their backing.

“Let me be crystal clear, this is about biological sex. This has nothing to do with someone’s gender identity,” Ward said. “Rather, it has been separated by biological sex, and this legislation ensures that this remains true in the future.”

Bill Details and Scope

The proposed legislation would follow similar measures enacted in more than two dozen other states. Ward emphasized the physical differences between biological males and females in her defense of the bill.

“Men have distinct and meaningful physical advantages over women that translate to advantages in sport,” Ward continued. “I ask for your support in standing up for biological women everywhere, young and older, to compete in sports in pursuit of their dreams.”

The bill does not include any reference to intersex people, who make up as much as 1.7% of the population according to advocacy organizations.

Federal Context

The state-level push comes after President Donald Trump signed an executive order on February 5, 2025, that bars transgender athletes from participating on women’s school sports teams consistent with their gender identity. The federal order extends to what the administration describes as schools’ “all-female locker rooms.”

Pennsylvania’s legislative effort is part of a broader national movement by Republican lawmakers to restrict transgender athletes’ participation in sports programs that match their gender identity. The debate has become a significant political issue across multiple state legislatures.

The timing of the renewed push suggests Republican lawmakers are capitalizing on federal support for similar restrictions while seeking to establish state-level protections for what they characterize as women’s sports integrity.
