RALEIGH, NORTH CAROLINA β€” State Auditor Jessica Holmes will oversee the Carolina Panthers’ $650 million Bank of America Stadium renovation project, officials announced this week.

The decision comes as Charlotte City Council prepares to vote on providing public funding support for the stadium upgrades. Holmes’ office will monitor the use of any taxpayer dollars involved to ensure financial accountability.

“We want to make sure that if public money is being used, it’s being used appropriately and efficiently,” Holmes said in a statement to reporters.

Major Renovation Details

The renovation plan includes improvements to the 28-year-old stadium’s infrastructure, technology systems, and fan amenities. Team officials have outlined upgrades to concourses, restrooms, concession areas, and the installation of modern audio-visual equipment throughout the facility.

The project timeline spans multiple years, with construction expected to begin following the conclusion of the Panthers’ current season. Stadium capacity will remain unchanged at approximately 75,000 seats during the renovation process.

Panthers officials emphasized that the upgrades are necessary to keep the facility competitive with newer NFL venues and enhance the game-day experience for fans.

Public Funding Considerations

Charlotte City Council members are reviewing various funding mechanisms for the project, including potential bond measures and tax increment financing options. The exact amount of public contribution has not been finalized, according to city officials.

Several council members have expressed support for the renovation while emphasizing the need for transparency in how public funds would be utilized. The auditor’s oversight role addresses those concerns about fiscal responsibility.

“This level of oversight provides an additional layer of protection for taxpayers,” said one council member who requested anonymity while discussions continue.

Economic Impact Expectations

City economic development officials project the renovation will generate significant construction jobs and help retain the Panthers’ long-term presence in Charlotte. The team’s lease agreement with the city extends through 2045.

Local business leaders have voiced support for the project, citing potential benefits for nearby restaurants, hotels, and retail establishments. The stadium serves as a major economic driver for the uptown Charlotte area during football season.

The renovation represents one of the largest infrastructure investments in Charlotte’s recent history. Similar NFL stadium upgrade projects in other markets have typically cost between $500 million and $1 billion.

City Council is expected to vote on the funding package within the next month. If approved, the auditor’s oversight would begin immediately upon any public fund disbursement to ensure compliance with state financial regulations.
